William F. Childs, IV - Chairman
President & CEO
Mr. Childs has led Chaney Enterprises since 2000, having joined the company in 1992 as vice president of sales & marketing. He is a member of the Associated Builders and Contractors. He is a past president and current Board member of the Maryland Ready Mix Concrete Association and is a Past Director of that organization's Promotion Committee. Mr. Childs’ community activities include being a former member of the Board of Directors of the American Cancer Society and involvement in the Eugene Chaney Foundation. He is a graduate of Lynchburg College in Virginia where he received a bachelor’s of science degree in business administration. He and his wife, Victoria, live in Maryland where he enjoys hunting, fishing and boating.
Richard Olsen - Vice Chairman

Mr. Olsen was appointed as President and General Manager of Prairie Material in 2012 and is based in Chicago Illinois. Prior to moving to his current position, he was President Building Materials for Votorantim Cement North America (VCNA) from 2008 to 2012 in Toronto, Canada. Mr. Olsen served as President and General Manager of Canada Building Materials Co., a division of VCNA. His industry experience includes service at Lafarge Cement United Kingdom, Blue Circle Aggregates Canada and St. Mary’s Cement. Mr. Olsen received his BSc and MSc from Queen’s University in Kingston, Canada and his MBA from the Richard Ivey School of Business at the University of Western Ontario. He serves as a Director of NRMCA, and has served as Director for the Ready Mix Concrete Association of Ontario, Chairman of the British Cement Association, Vice-Chairman of the Concrete Center in London, England, Chairman of the Ontario Aggregates Resources Corporation and Director for the Aggregate Producers Association of Ontario. Mr. Olsen is a Professional Engineer and serves as a Trustee of the Chicago Architecture Foundation.
Tim Becken - Secretary/Treasurer

Mr. Becken has been with Cemstone Products since 1991. He served as President of Aggregate & Ready Mix Association of Minnesota in 1996. Mr. Becken earned a BA from St. Olaf College, graduating cum laude. Mr. Becken has served on numerous NRMCA standing committees including the Educational Activities Committee, Government Affairs, Strategic Planning, and the Operations, Environmental & Maintenance Committee, now the Operations, Environmental & Safety Committee. He has also previously served on the NRMCA Board and Executive Committee. He and his wife, Roxanne, have three children. He enjoys skiing, biking and golf.
Henry R. Batten

Mr. Batten has been with Concrete Supply Co. since 1998 in various capacities including Chief Financial Officer, Vice President of Finance, and Executive Vice President. He participates in the Carolinas Ready Mixed Concrete Association through committee work and is a member of the Construction Financial Managers Association. Mr. Batten earned a BS in Accountancy from Arizona State University and an MBA in Business Administration from the University of Alabama. Mr. Batten has served on NRMCA’s Operations Environment and Safety Committee, Legal Activities Committee and Business Administration Committee and currently serves as NRMCA's Chairman.

Mr. Bishop holds a Bachelor of Science degree from Davidson College. He is the President of the Northern Concrete Division and VP/General Manager of the Northern Region of the MidEast Division of Vulcan Materials Company. He currently serves on the National Ready Mixed Concrete Association’s Board of Directors and chairs the Strategic Planning Committee.

Mr. Car joined Essroc Cement and Italcementi in 2002 as Senior Vice President of Sales and Marketing and President of Axim Concrete Technologies. In 2007 he and his family relocated to Bulgaria where he held the role of General Director/President of Devnya Cement - Italcementi Bulgaria. Mr. Car returned to the USA in 2010. He currently holds the dual role as SVP of Sales and Marketing for Essroc’s Cement Division and General Manager of Construction Materials. The latter includes Essroc’s Ready Mix and Aggregates operations in the USA and Canada. Between 2002-2007 he was a member of the Board of Directors of the Portland Cement Association. He was also active at PCA as Chairman of the Residential Committee and has previously served as President of the Northeast Cement Shippers Association (NECSA) and as a member of the Board of Directors of the Canadian Cement Association (CAC). While in Bulgaria Mr. Car was a member of the Board of Directors and served as Chairman of the Bulgarian Association of the Cement Industry (BACI). He also served as a member of the Board of Directors for Cembureau, the European Cement Association. Mr. Car currently serves on the Board of Directors for the PCA and NRMCA. Prior to joining Italcementi he had more than 20 years of professional experience in the chemical industry in Canada and the United States. He holds a Bachelors Degree in Chemical Engineering and Management from McMaster University in Hamilton, Canada; and an MBA from the University of North Carolina at Chapel Hill, USA. Mr. Car was born in Toronto, Canada, and has been a permanent resident of the United States since 1997. He is married with two daughters.

Mr. Chandler serves as the President and CEO of Chandler Concrete Co., Inc. He is a graduate of Appalachian State University in Boone, NC, and previously worked at NCNB (now known as Bank of America). Mr. Chandler has served on the Boards of several associations, including the National Ready Mixed Concrete Association (NRMCA) and the Carolinas Ready Mixed Concrete Association (CRMCA), serving as president for CRMCA in 2003. His civic activities include working with the Boy Scouts of America, Alamance Regional Medical Center. Front Street United Methodist Church, Alamance Community College and Meals on Wheels. He and his wife, Teresa, have three children. Mr. Chandler enjoys running, golf and travel.

Mr. Chizmadia is Senior Vice President – Government Affairs, Public Relations and Sustainability for Lehigh Hanson, Inc. He received a BA from Williams College in Williamstown, MA, and participated in the Stanford University Business School Executive Program. Prior to joining Lehigh Hanson, Mr. Chizmadia was a special assistant to the Governor of New Jersey, and held communications and public policy/affairs positions with CIBA-Geigy, Holcim (US) Inc., and BASF Corporation.

R. Frank Craddock
Executive Vice President
Mr. Craddock is Executive Vice President of CEMEX in Houston, Texas. Mr. Craddock has 23 years of experience in the ready mixed concrete, cement and aggregate industries, most of them with CEMEX and its predecessor, Southdown. He is a past Board of Directors member of NRMCA along with serving on the association’s Executive Committee. Mr. Craddock is a past Board and Executive Committee member of the Florida Concrete & Products Association. He received a bachelor’s degree from Auburn University and an MBA from the University of Central Florida. He and his wife Linda have a daughter, Caroline. He enjoys following Auburn football, boating, fishing and reading.
National Ready Mixed Concrete Association
Mr. Garbini joined the National Ready Mixed Concrete Association (NRMCA) in December, 1991 as the Marketing Director of Building Systems. He was named Executive Vice President/Chief Operating Officer in March, 1997 and subsequently president in 1998. Prior to joining NRMCA, Garbini was the owner of Foundation Constructors in McLean, Virginia, a specialty design/build construction company. Garbini holds a Masters of Science degree in Structural Engineering from The George Washington University in Washington, DC and a Bachelor of Science in Business from Penn State University. He is a registered professional engineer in seven states and the District of Columbia.

Mr. Hamblen is President/CEO of CalPortland Company and prior to a 2006 consolidation, Mr. Hamblen was President/CEO of Glacier Northwest. Mr. Hamblen has been working with CalPortland and its predecessors for 28 years. He is currently on the Board of Directors for both the Portland Cement Association and the National Ready Mixed Concrete Association and is a past President of the Washington Aggregates and Concrete Association. He received a Bachelors of Arts degree and MBA from San Houston State University in Huntsville, TX. He and his wife, Arlene, have two sons, Joshua and Jacob. They both enjoy California’s weather which is great for spending time outdoors with their horses.

Mr. Harris has been involved in the ready mixed concrete equipment industry since 1979 and is responsible for Product Development/Design and Customer Support for McNeilus/Oshkosh. He has worked on state and national truck weight restriction issues and has served in several capacities and roles within the National Ready Mixed Concrete Association, Truck Mixer Manufacturers Bureau and with the Concrete Industry Management (CIM) Program. Mr. Harris is a long-time member of NRMCA’s Operations, Environment and Safety Committee and is a supporter of NRMCA’s Truck Mixer Driver Championship. Mr. Harris was also an early advocate for the advancement of Clean Natural Gas (CNG) Power in the ready mixed concrete industry. He lives in Rochester, MN, with his wife of 36 years, Becky. They have three children and five grandchildren.
Timothy J. Kuebler

Timothy Kuebler has worked in the heavy construction materials industry in various geographies across the United States over the past 25 years. He began his career in Texas with Lehigh Cement Company in 1986. Over the next 15 years, Mr. Kuebler worked in Virginia, Indiana and Texas for Lehigh Cement Company in various roles and in increasing responsibilities. His last position with Lehigh was Regional VP- Lehigh White Cement in Waco, Texas. Mr. Kuebler then spent the next three years as Executive Vice President of Builders Concrete in Noblesville, Indiana. In 2003, Mr. Kuebler moved to Florida working for Titan America where he has held a series of executive positions beginning as Vice President of Sales to Senior Vice President – Cement and Aggregates and most recently the position of Chief Government Affairs Officer for Titan America, a position he holds today. Mr. Kuebler has extensive involvement in the industry as Chairman of the Florida Concrete and Products Association and currently holds board seats of the Portland Cement Association and the National Ready Mixed Concrete Association. Mr. Kuebler served on Florida Governor Rick Scott’s Economic Development Transition Committee in 2010. Mr. Kuebler is married to Amy Kuebler and they enjoy their 3 children, Adam (23), Beth (21), Sam (18). He and his family reside in Coral Springs, Florida.

Holcim (US) Inc.
Mr. Loomes currently serves as Vice President - Commercial Services for Holcim (US) in Waltham, MA. He is responsible for corporate logistics, corporate marketing support, product quality and performance, marketing operations and industry association activities in Holcim (US). Mr. Loomes has worked for Holcim for 18 years, starting in South Africa, then in Toronto and has been located in the US since 2001. He is qualified as a Chartered Accountant in South Africa and obtained an MBA in Toronto.
Oldcastle Materials Mountain West Division
Mr. Parson is the President of the Oldcastle Materials Mountain West Division which encompasses businesses in eight western states. Oldcastle Materials is a leading supplier of aggregates, ready-mixed concrete, asphalt, paving, and construction services and is part of the international building materials company CRH plc. Parson joined Oldcastle in 1996. Parson graduated from Brigham Young University and the University of Chicago Booth School of Business where he earned a MBA. Parson helped found the Weber State University Parson Construction Management Program and serves on the university’s Board of Trustees. He is the past chair of the Salt Lake Chamber of Commerce, Utah’s largest business association. Parson is an active supporter of the NRMCA serving on the Board of Directors and Executive Committee and is the former chair of the RMC Research & Education Foundation. He is a past chair of the Education Activities Committee. Parson and his wife, Allison, reside in Layton, Utah, and are the parents of three children.

Mr. Ramsey was born in Rockford, Illinois in 1958. He and his wife Chris were married in 1988 in Hampshire, England. They have two sons and one daughter. Phil received an Engineering Degree in computer Science from the University of Tulsa in 1980 and an MBA in 1981. Phil founded Control Management Systems in 1981 to provide dispatch systems to the ready mixed concrete industry. In 1991 Phil joined Command Data, the predecessor of Command Alkon. Phil held management positions in Command Alkon including Product Development, Service, International Business Development, VP-Sales and Finance and VP-Software Business Unit. In 2005 Phil was named Chief Operating Officer for Command Alkon. In 2008, Phil attended the Harvard General Management Program and in August, 2009 was named president of Command Alkon.

Mr. Rogers is Vice President and COO of Texas Industries, Inc., a leading supplier of building materials in Texas and California. Prior to his current position, Mr. Rogers held various positions in TXI’s ready mix, cement, and consumer products divisions. He currently serves on the board and executive boards of the National Ready Mixed Concrete Association and the Texas Aggregates and Concrete Association. He holds an MBA from Southern Methodist University and a BA from Skidmore College.

William J. Sandbrook

Mr. Sandbrook is a 1979 graduate of the U.S. Military Academy at West Point. After receiving his Bachelor of Science in management he spent thirteen years in the U.S. Army. Bill's service included a four-year tour in Germany in cavalry and engineering units, three years as an Associate Professor in the Department of Mathematics at the Military Academy and two years as the Army Program representative to Raytheon. While teaching at West Point, Bill also served as a social aide to President Ronald Reagan and earned his Professional Engineer's License (PE) in Industrial Engineering. In addition to his qualifications as an Army Ranger, Bill earned four Master's Degrees while in the service. He received an MBA from Wharton, a Master of Science in Systems Engineering from the University of Pennsylvania, a Master in Public Policy from the Naval War College and a Master of Arts in International Relations from Salve Regina University. Bill joined Tilcon New York as vice president in 1992 and became president and CEO three years later. In 1996, Tilcon was acquired by Oldcastle Materials. In recognition of his efforts at Ground Zero after the September 11th bombing of the World Trade Center, Bill was named the Rockland County, NY, 2002 Business Leader of the Year; the Dominican College 2002 Man of the Year; and the American Red Cross 2003 Man of the Year for Southern New York. Bill was appointed President of Oldcastle Materials' West Division in 2003. In July 2006, Bill was promoted to CEO of Oldcastle Architectural responsible for the group's U.S. and Canadian operations as well as CRH's businesses in South America. With more than 7,000 employees under his leadership, Oldcastle Architectural's annual revenues exceeded $2.1 billion in 2007. In June 2008, Bill was named CEO of Oldcastle's Americas Products & Distribution with continued responsibility for Architectural Products in addition to all Precast, Glass, Metals and Distribution businesses. Oldcastle P&D's revenue peaked in 2008 exceeding $7 billion with an employee count in excess of 25,000. In August 2011, Bill was appointed resident and CEO of U.S. Concrete, Inc. headquartered in Houston, TX. U.S. Concrete is a ready-mix concrete, concrete products and aggregate producers which trade on NASDAQ under ticker symbol USCR.
Raymond H. Seipp
Vice President - Marketing, Promotion and Government Affairs
Mr. Seipp began his career in the Portland cement industry in 1971 after graduating from the University of North Carolina. Throughout his career, he has been involved in distribution, sales and promotion of cement and masonry products produced by Buzzi Unicem USA (formerly RC Cement). Mr. Seipp has been active with several state and national associations. He is a former chairman of the Portland Cement Association Southeast and the Southeast Chapter of the American Concrete and Paving Association. Additionally, he has been affiliated with the Georgia Concrete and Products Association (Public Affairs Committee Chairman); Concrete Paving Association of Tennessee (Board member); Georgia Concrete Paving Association (Vice Chair); and National Ready Mix Concrete Association (Parking Lot Promotion Committee and Materials Board member). Mr. Seipp’s community involvement activities include having served nine years on the Metropolitan Planning Commission of Lookout Mountain, Georgia, the last two of which as their Chairman. Additionally, he served on the Lookout Mountain City Council. Before relocating to Pennsylvania, he was a member of a pedestrian advocacy group (PEDS) and The Southface Institute. He is a former Board member of the Northwest Georgia Joint Development Authority in Rock Spring, Georgia. In August 2008, Mr. Seipp relocated to the corporate headquarters of Buzzi Unicem USA, Inc. in Bethlehem, Pennsylvania, acting as the Vice President of Marketing, Promotion and Government Affairs. Ray, along with his wife, Ellen, and their two children, John and Elizabeth, currently reside in Bethlehem, Pennsylvania.
The L. Suzio Concrete Co., Inc.
Mr. Suzio has been employed at L. Suzio in various sales, dispatch and purchasing roles since 1990. He received a bachelor’s of science degree from Springfield College and is the past president of the Connecticut Ready Mixed Concrete Association. Ric has served on NRMCA’s Concrete Promotion, Developing Industry Leaders, and Government Affairs committees and has been involved in the Eastern Region Promotion activities. Mr. Suzio’s civic involvement includes serving as a past president of the Meriden Boys & Girls Club. Ric and his wife, Lisa, have two children. He enjoys family time and fishing.
William B. Wagner

Mr. Wagner holds a degree in industrial management. He is a past member of NRMCA’s Executive Committee and is also a past member of the Board of the Georgia Concrete & Products Association. Mr. Wagner currently serves on NRMCA’s Board of Directors. He and his wife, Kim, have two children: Erin and Leah. He enjoys fitness, golf, tennis and mountain biking.

Ash Grove Cement Co.
Mr. Wood currently serves as Supplemental Cementitious Materials and Colorado Sales Manager for the Ash Grove Cement Company and has been with the company since 1983. Prior to that, he was with Oregon Portland Cement. Mr. Wood served on the Board of the National Lime Association from 1988 to 2000 and was their Treasurer from 1996 to 2000. He has also served on the Board of the Colorado Ready Mixed Concrete Association. Mr. Wood obtained his Bachelor of Science degree from Oregon State University and his MBA from Portland State University.
